Especially on outer rim planets where garrisons would be half their original size, only two or three officers for entire cities created a need for a way to maintain the chain of command. Thus the "Commanding Officer Automation Assistant" or AUTOMA C.O., software was developed. It gave autonomy to units without a C.O. and sometimes without a squad leader to patch requests and receive orders from a centralized point from bases.
